Abstract
In 1879 the EAYO was created, with the aim of providing education for work to adolescents from families with limited resources. This response from the State to the demands of the urban market was affected by a scenario of tensions and conflicts that affected its operation and purpose. The protectionist legislation after 1875, resulted in the emergence of a weak industrial bourgeoisie that disputed with the artisans a complex agenda, among other main issues, to resolve the dilemma in terms of training workers or artisans.
