A proposal of model for the application of the right to access for public media within the framework of a connected society

Abstract

Right to access is an underused tool but, at the same time, essential to provide content diversity to public service media and to support the dialogue in the social sphere. Until today, the development of this assignment of public service in the public service media has been employed basically on the concept of right of antenna or broadcast time, that is to say, give selected social organizations the opportunity of one-off chances to broadcast some contents in a reduced range of the broadcast time. But the arrival of new technologies to the communication area and the new digital platforms that public service media have give us a chance to amplify the right to access’ use and reach. This paper analyses the right of access situation in the main Mediterranean Model countries detecting that a better annual planning of the antenna time agreed by all parts, the simplification of the paperwork needed to reach the access and the use of the new digital spaces that public media has may ease the common use of the right to access and boost the communicative participation of citizenry.
