Abstract
The objective of this study is to broaden understanding of the Encuentro de Murga Joven of Montevideo as a cultural policy developed by the departmental government. It aims to shed light on the changes and permanence in the phenomenon by focusing on four stages: the origins of murga joven (1995–2000), a stage of growth and consolidation (2001–2005), a period of stability in the rationale of the contest (2006–2017) and a new context of changes in the Montevideo carnival (2018 onwards).
The proposal is based on documentary analysis of the official regulations of the Encuentro and interviews conducted with participants in the event. The categories of analysis draw on the conceptualizations of the political paradigms of cultural action proposed by García Canclini (1990) and Brunner’s (1990) typology of cultural circuits and policies.
Characteristics associated with the paradigm of participatory democracy are identified in the Encuentro, by promoting young people’s artistic creativity and participation. The growing prominence of contest dynamics caused a shift in the rationale of state organization of community groups towards a market logic, but different ways of experiencing the Encuentro are identified, with the different dynamics present coexisting in equal measure
